MITRE report urges greater international collaboration in US defense acquisitions
A new MITRE report emphasizes the need for DOD to enhance international collaboration in its acquisition processes to improve interoperability and leverage breakthrough technologies from allies. The paper, titled "Buy the Way We Fight," proposes updating acquisition policies, such as the DOD 5000.01, to encourage connections with partner nations and recommends establishing forums for U.S. and foreign acquisition officials to engage. Additionally, it suggests creating new norms for international cooperation, particularly in emerging technologies like hypersonics, AI, and quantum computing. While acknowledging potential increases in time and complexity, the report argues that early collaboration could accelerate technology deployment and reduce costs. However, it cautions against overly rigid collaboration mandates that could hinder U.S. acquisition autonomy. The recommendations aim to align U.S. defense procurement with the realities of coalition warfare, where international partnership is crucial for mission success.
