House and Senate to vote on CR Wednesday
The House and Senate are set to vote on a three-month continuing resolution (CR) Wednesday after Speaker Mike Johnson embraced a clean funding measure needing Democratic support. Johnson's earlier plan, which included a controversial noncitizen voting measure, failed to gain traction, even among Republicans.
Facing pressure to avoid a government shutdown weeks before the November election, Johnson opted to strip the voting measure and bring up a simpler CR that extends funding through 20 December 2024, postelection. The bill bypassed the House Rules Committee, requiring a two-thirds majority vote on the House floor—a challenging task given conservative opposition to short-term funding fixes.
Johnson acknowledged his preference for tying funding to election security but emphasized that a government shutdown would be "political malpractice." The Senate must also act swiftly, as the current funding expires on Oct. 1, underscoring the urgency of avoiding further disruptions in federal operations.
The bill’s passage would temporarily stave off another funding crisis until just before the Christmas holiday.
