FedScoop sits down with GSA’s TMF director
He outlines spending priorities in a constrained environment.
Larry Bafundo, Director of GSA’s Technology Modernization Fund (TMF), discussed the "next chapter" in a FedScoop interview, emphasizing a strong focus on governmentwide change. With all American Rescue Plan funds fully allocated, TMF will prioritize investments in cybersecurity, AI, data management, cloud migration, and public service improvements. Bafundo highlighted the need for flexible repayment options and additional funding to sustain TMF’s success, especially for initiatives that do not yet yield cost savings but provide potential long-term benefits.
Bafundo also noted that federal IT modernization requires more than just funding; agencies require capacity and practice advancement to adopt continuous modernization strategies rather than a “stop and start” approach. He called on lawmakers to provide consistent funding (ha) and support for flexible repayment terms to allow TMF to continue driving transformative projects. Bafundo underscored TMF’s role as a key funding vehicle for federal IT modernization, with a project success rate of over 80% across more than 30 agencies.
