McDonald & Eudy Printers, Inc. (M&E) protested GPO rejection of its quotations for two solicitations to produce books for the Smithsonian Institution. M&E's protest was centered on the agency's determination that the printers it intended to use did not comply with the technical requirements set forth in the solicitations, specifically regarding the resolution capabilities of the equipment.
