The Civilian Board of Contract Appeals (CBCA) has jurisdiction to hear appeals of uncertified claims over $100,000, even when the contractor initially submitted a certified claim under the Contract Disputes Act (CDA). The CBCA's jurisdiction over uncertified claims is established by the Tucker Act. The CBCA has the authority to determine whether a claim is certified or not, and can therefore hear appeals of uncertified claims that meet the monetary threshold. This allows contractors to appeal claims that were initially submitted as certified, but later determined to be uncertified by the contracting officer.
